Won't allow headers

I have a word document that will not allow me to view or create any headers?
Any advice as to why or how to change this.

I have tried to copy the document to a New doc. but that didn't seem to work.

It is likely that it is protected for forms. Look under the tools menu and
see if the command "Unprotect document" is there. If so, choose it. If so,
this is what Word calls an "online form." Check this in help. For more about
