WIS Service

I have windows 2000 Professional SP4 installed on my
laptop. Recently I have tried to install the Technet
information CD on my System without success. When I try to
install this/or other programs I get a 1719 error that
tells me that I am running in Safe Mode or the WIS Service
is not correctly installed. I can start & stop the service
from the Services window, I've also checked the registry
to determine that the WIS is installed correctly but
cannot find any problems. I do not wish to re-install my
OS again if at all possible. Is there any other way to
overcome this problem, I also need to understand why I am
getting this error. My system policies have not been
altered from the default settings since being initially
installed. I've also checked my protected files using the
sfc /scannow command without success. Help required...

I have tried everything on the msifaq board including
renaming the msiexec.exe files in the system32 & dllcache
folders and re-installing the wis program itself without
any success. I think that i must look at backing up my
data, reformatting the hdd and re-installing the OS.
Although i can install programs as long as they are
setup.exe type files, as i think that they do not use the
Installer service, but again i cannot install msi related
programs. Thanks for your help.
