Resolved: MSI 'could not start'/'access is denied' error

This resolution refers to errors:

-- Could not start the Windows Installer service on local
computer
-- Error 5: Access is denied"

[and]

-- Error 1719
-- The Windows Installer service could not be accessed
-- This can occur if you are running in safe mode, or if
windows installer is not correctly installed

Resolution:

After checking a whole host of solutions for this, i.e.
registry editing, reinstallation of sp4 and windows
installer, and checking SYSTEM permissions on the SYSTEM32
directory etc, the actual solution presented itself in a
more simpler form:

Give SYSTEM full privileges to the root of the boot
partition (and to SYSTEM32):
(BOOT:\ properties > security > add > system > full
control > allow)

This now allowed for the Windows Installer service to
startup, which in turn eradicated error 1719.
