wiped hd and restored - can't use active x or update

I have an acer laptop, an aspire 3500. I recently used the Acer
restore disk to redo drive C: and now can't do windows updates. the
message is that "files required to use microsoft update are no longer
registered or installed on your computer. To continue register or
reinstall the files for me now."

When I try to do this I get a missing active x message which then leads
me back to the first message.

Is this a known issue?
