WinXP SP2 Control Panel Error

I'm running winxp on a Dell 3GHz, fully patched with
norton AV & FW. The SP2 install finished without error
and nortons has been updated to integrate into SP2.
However, when I open the control panel and try to click
on any of the categories (except security center), I get
the following error message: "An error has occurred when
windows was working with file
c:\windows\system32\netsetup.cpl"

Anyone have any suggestions??? tks in advance. gm.

I replaced the file as suggested. Several of the category buttons work
initially but once the same error occurs again, I get it on all clicks of
the buttons. When I get the error, some of the icons next to the category
button will not be displayed. I'm guessing that something else is the
problem but I don't have any idea what. Any help would be appreciated. gm.

Run the System File Checker via Start > Run with
SFC /scannow
If this does not help, you may have to reinstall Windows.
