SP2 and Control Panel bug

Downloaded the SP2 patch on my computer with Window XP. Attempted to
get into control panel when this message appearred: An error occured
while Windows was working with
c:/windows/system32/netsetup.cpl. Had to delete the task to remove this
error window. Can get into the control panel the 2nd time with no
problem but will get this error message every other time.

Any suggestion how to correct this problem?

I deleted the file but did not have to go into safe mode to do so. Thks
for your help.

I believe I saw a post earlier that said to disable IPMon (or IPMonitor,
I can't quite remember but it will be one of those) from Startup to
solve this issue. Do this by going to Start>Run and typing (without the
quotes) "msconfig" [Enter]. Look on the Startup tab and find the
culprit and uncheck the box next to its name. When you restart, you'll
get a dialog box saying you've used the System Configuration Utility;
just check the box that says (roughly) "don't bother me about this
again".
