You right click on the zipped file and use the Extract All option.

"Extract All"
No it does not work it refers to the
same para of blocking and unblocking
as I mentioned earlier.
The Norton Security is installed on the
computer and there is no third party
zip utility installed.
Does it matter?

Sorry. I have never seen a 'blocked' zip file. Do you know what program is
blocking it?

These are attachments in a message in Outlook Express? That is what that
Help & Support is referring to.

Tools | Options | Security Tab. Uncheck: "Block images..............".

Please verify the Version of Windows, Edition of that version and Service
pack level you are using:

Start button --> RUN --> type in:
(No "RUN", press the WindowsKey+R at the same time.)
winver
--> Click OK.

That will give you (picture at top) the full name of the operating system.
That will give you (in the test) the Service Pack you have installed.

The zip file in question is not an attachment
to any message oe email.
I started to download the Nero7 essenntial
help file since these were not on the Nero
disk came with cd writer.
Somehow this zip file Nero_7.zip came
along with the lot. Other zip files are ok.
This may be a nasty file as the windows
security has blocked it. Infact I have no
knowledge of its contents. It cannot be
copied from its download folder to another.
This refers to SP2 version mine is SP3.
I should try to delete it.

Thank you very much for your help.

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a(nother) Norton or McAfee application ever been installed on the
computer?

Did a Norton or McAfee free-trial come preinstalled on the computer when you
bought it? (Doesn't matter if you never used or Activated it.)

Right-click on this ZIP file & select Properties: Is there a "...file came
from another computer..." warning?

There is a small Utility called 'UnLocker' available for free on the
net; it may help.

Blocked, not Locked.

And now that we know they cannot *save* an attachment in Outlook Express and
it is really not a Windcows XP problem (din't think XP had that feature -
thought it first appeared in Vista) - it's pretty simple to fix.

The Google search...
http://www.google.com/search?q=Unblock+an+attachment+type+in+"Outlook+Express"

Would lead to:
http://www.microsoft.com/windows/IE/community/columns/oeandsp2.mspx

Which is similar to what the OP quoted later in this conversation when they
finally pointed out it was Outlook Express blocking the file (actually
attachment to an email)...

Tells them how to unblock access to said attacment (or at least work-around
it.)

Easy Peasy.

OP said it it *not* an e-mail attachment. That's what lost me.

Oh.. I'll be. They did say that.

Really seems weird then - as I don't recall Windows XP natively blocking
files.

When all else fails, blame Norton. <eg>

Thanks all of you who intheir way try
to help me. I am very grateful for
your answers and comments which
are of very highly standard.
I really appreciate your know-how
knowledge of the subject.

I have solved my problem by going through
the Norton Internet Security 2010 suit
and by disabling its antispam and antivirus
features temporarily.

Once again thanks all of you.

So, Norton was to blame. It is the most incompatible AV program you can
possibly use with Windows. If you want to get rid of a lot of headaches
and a big resource hog, get rid of Norton and replace it with MSE.
