Stop and restart the System Restore service. This has the unfortunate side
effect of deleting all existing restore points, but at this point it's not
working anyhow. To disable, go to the Control Panel/System/System Restore
tab, click the line to "Turn off SR on all drives". Close up and reboot.
Reverse the steps to reenable it.
