Wintel wont play nice with Mac

Please excuse this posting if you feel it is inappropriate to these NG's
but I am at my wits end...

I have an ADSL modem. Cable out from modem to 3Com Hub. Cables out from
hub to Mac and PC. Both the Mac (running OS 9.2.2) and the PC (Win 98
SE) each get their own IP from my ISP. Both can access and upload and
download via the Internet with no problems.
I am running ZoneAlarm on the PC.

What I am trying desperately to do is to get or the the other machine to
'recognize' the other. I would REALLY like to transfer files from one
machine to the other and presumably (?) I ought to be able to do this by
running say, an ftp server... or even Apache. I understand that 3rd
party solutions exist (Dave, etc), but I'd be happy doing this via ftp
or at worst http - I'm not interested in running Dave or what have you.
I know the issues about file naming conventions and file types etc.. but
I CANT figure out why; if I can upload and download from either machine
over the net, WHY cant I connect to these machines?

Neither http or ftp work. Times out. All the time. I've even shut down
Zone Alarm on the PC. Still doesn't work. Tried several ftp servers on
both the Mac and PC side. No Dice...

I've looked at the MacWindows tutorial for networking. Doesn't work.
Apples "support" is brutally bad ( at least it has been for me) so I'm
appealing to the more populous help.

So... what gives?

Thanks a LOT for ANY help or suggestions you can give. I've tried file
sharing ON on the PC, shutting down ZoneAlarm, heck I've tried
everything *I* can think of...

To repeat: The issue is this... I cannot access either through a LAN
(with file sharing on and off) , or over the Internet (with file sharing
on and off) either the Win98SE box or the Mac 9.2.2 machine even if I'm
using http or ftp.

Alas, more like the converse actually, as 'adjustments' need to be made in
order for Macs to transfer files to NFS servers. The disk/file systems are
significantly different.

Are you using Mac/TCP, or another TCP/IP variant?

Especially I would advise looking up some Mac-to-PC (and vice versa) options
via this page:
