Winsock2

Where may I get Winsock2 for Windows/XP? I am trying to
connect to my ISP (Comcast) and when I boot-up I get the
message that Winsock2 is missing; it was there just two
days ago. Also, if anyone knows, how do you send an email
to Microsoft without having to be cleared thru the CIA?
