WINS failed automated test

As I'm trying to get the networking on two XP systems working, I ran a
"Diagnose network configurations and run automated networking tests" under
Fixing networking problems in the XP help. I found that the WINS failed, see
below. What should I do to repair?

WINSPrimaryServer = 131.243.129.11 (FAILED)
Pinging 131.243.129.11 with 32 bytes of data:
Request timed out.
Request timed out.
Request timed out.
Request timed out.
Ping statistics for 131.243.129.11:
Packets: Sent = 4, Received = 0, Lost = 4 (100% loss)

Where did that WINS server address come from? I don't think that it's
necessary, and I don't think that anything needs to be repaired.

An XP LAN doesn't use a WINS server. Internet access doesn't use a
WINS server.

That IP address is for a computer on the Internet named "nsw.lbl.gov".
That computer has been programmed not to reply to pings, which is a
common security measure.

Is the network OK otherwise?
