I'm trying to set up a Windows NT 4.0 network with clients running
windows XP. How do you set up the WINS on the server so that the
clients can join a domain? I know that the WINS server is at the
address 198.82.30.1 but I don't know what I need to do to set up the
server and the client...

You need to install WINS server (see the NT 4 Help for instructions), then
make sure the clients have the IP address of the WINS server so that they
can register their name records and perform queries against the server.

There are two methods to supply the clients with the IP of the WINS server.

1. You can manually configure TCP/IP properties on the clients and
configure the properties with the IP address of the WINS server

2. You can deploy DHCP, configuring the WINS server option with the IP
address of the WINS server. This is the easiest method. DHCP Help should
explain how to configure DHCP options on the server.
