winlogin.exe will stay open, and lag after logining into
my user name. It lags the opening of folders, and will
always "end task" when shutting down the computer. Is
there anyway to fix it from hanging in the first place?

Hi,

Winlogin.exe is a virus called the spybot worm, the real file is
winlogon.exe. This link to a removal tool from MVP Doug Knox should help:

How do you know the culprit is "winlogin"? If you are sure of this, then
you have a virus. "Winlogon" is a critical Windows system file.
"Winlogin" is a virus. Scan with current av using updated definitions.
