wininet.dll and streaming video

IE crashes whenever I try to play streaming video. I'm
thinking this (http://support.microsoft.com/default.aspx?
scid=kb;en-us;810635&Product=ie600) might explain the
problem, but I can't find the .dll anywhere. Does anyone
know where I can find it, or have any other suggestions?
 
This KB doesn't describe a crashing problem. What dll does the crash dialog
say the crash occured in?
