Can someone please tell me how to shorten the time the
Windows start up screen is displayed. The computer hangs
at this point for 2-3 minutes

Or before you start to check and upgrade your drivers, you might want to try
BootVIS, which can be download at Microsoft.

Sure that's why I would try BootVIS first...

Also, many IDE cards can cause this slow loading, even with the latest
drivers :-)

If your computer is hanging for 2-3 minutes there are some serious problems
at work. Best advice though to start with is as others have mentioned use
BootVis

This worth a try-only if you are only user.
Control Panel
User accounts
Chose "change the way users log on etc"
remove ticks from Use the welcome screen and use fast
user switching. click apply options button.
If all else is ok you will no longer see a blue screen-
but you will be presented with a request for a
password,if you have not created one just press enter and
you are there, now if anyone knows how to get shot of the
request for a password!!!!
