how do i get rid of the balloon which pops up as soon as
my computer is connected to broadband, telling me so. it
gets in the way of new information re outlook express
messages coming in

It is something called "balloon help". To get rid of it, you must download tweakui for windows xp. Then under one of the subtrees, it will say "Enable Baloon help". Simply uncheck this.
