Windows XP wont shut down!

Can anyone help me? Briefly, here is my problem: I tried
installing Norton Antivirus onto my Windows XP Pro
machine. Right after I installed it many things stopped
working, so I uninstalled ALL Norton devices. However,
that did not fix any of the problems, so I reinstalled
windows, that too did not fix anything. This is what is
happening: When I am in Internet Explorer (or any program
with a scroll bar) the page scrolls very slowly.
Secondly, my computer will not shut down or go into
hibernation or sleep mode! The only way that I can turn
it off is by holding the power switch. When I try to shut
down I can briefly see this Blue error hexadecimal
screen, but I cannot see it long enough to see what the
error is. Right after the blue screen my computer
restarts.

Can someone please help me with this problem? thanks a
lot.

System Restore comes to mind, here. Other than that for your latter
mention:

This edit controls whether Windows should automatically power down or reboot
your computer once it has finished the shutdown process.
