Windows xp wll not start

After windows starts and i'm at the welcome screen I
click on the Icon where my name is it start to load my
setting and then it flickers and returns to my welcome
screen and saves my settings as if i loged off. This
continues to do this even after i used system restore.
What can i do to repair this problem?
