windows xp will not start up

windows xp will not start up. it seems to get stuck. I
can't even get into safe mode. I tried reinstalling xp
with the cd in the cd drive but upon installation it
freezes up
 
Where exactly does it freeze? Try making a Windows XP boot disk from
another machine and booting the machine:

Format a floppy in GUI mode, do not quick format
Copy NTLDR, boot.ini and ntdetect.com to the floppy and then boot the
machine
