Is there such a thing as a windows XP startup disk?
How do you create on if so. Not a MS-DOS startup disk.
 
The Windows XP installation CD is also a "startup disk"
and contains the tools necessary to perform repairs.

As Carey say's the windows xp cd is bootable and you can make repairs from
there. If you are wanting a disk that, should you not be able to boot to the
desktop because of say boot.ini problems, then you can create an emergency
boot disk that will boot you up to your desktop. The details of how to
