Windows XP will show the startup screen and then reboot. It will do this as
often as you leave the machine running. Trying to use safe mode or last
known good configuration doesn't work either. Booting with a CD and using
recovery console to run chkdsk doesn't work either. Any ideas?

Windows Xp has a feature whereby the operating system will cause the computer
to reboot whenever a critical error is detected. If your Windows XP computer
is rebooting, perhaps randomly and quite frequently then you could try
turning this feature off which will instead give you an error message. Once
you have the error message it should help either you or one of the tech's on
our forum help you :)
How to turn off Auto Reboot in XP

Right click on My Computer

Select Properties

Select the Advanced Tab->Startup & Recovery section

Select the Settings button

uncheck "Automatically restart" Apply".

This will give you a blue screen with the error message rather than
rebooting the computer.

I'm thinkin' Satan's involved. :-) Seriously...I don't know.

The desktop never comes up. All I get is the Windows XP logo against a black
background with the blinking lights below that scan left to right. Then it
reboots itself about the time you would think it is finishing loading up the
O/S.

It is pretty hard to right click on anything when you don't get a desktop.
It just shows the XP logo against a black background for a minute then it
reboots and does the exact same thing again. The XP logo against a black

I have seen this before and had to reinstall XP. The thing is, all of the
programs and files are there, it just won't boot up to the desktop. When XP
is reinstalled, you have to reinstall all the programs so that you can access
the files ( Word, Excel etc.)

Did you try safe mode?
