I've already done a lot of research and here's what I've got. I can't startup
- it says I can try to start in safe mode, last known good config, etc --
Blue screen everytime. With the Windows XP recovery CD, I CAN NOT run chkdsk.
After selecting "R", blue screen. I have run the WD harddrive tools and all
checks out. I have run the Dell diagnostic testing tools and everything is
good. I have run NTFS for Dos and tried to run chkdsk from that, it cuts out
and won't finish. I'm at a loss here.

I've seen several people with similar errors, but they were all able to run
chkdsk and fix them. I can not.

It still sounds like hardware is to blame.

It's good you ran the Dell diagnostics. But you need a second opinion.
I'd start by testing the RAM, one module at a time. Here are some links
