Windows xp sliding menus don't open or explore anymore

How can I open the windows menu folder from the menus

Something changed at some point in my Windows XP where the start menu
folder doesn't open when I right click and select "Open" or "Explore" from
the sliding start menu.

That is, I can click from My Computer to Documents and Settings to user1 to
Start Menu to My Shortcuts - but I can no longer just open up the "My
Shortcuts" directory by right clicking in the sliding menus.

Does anyone know what registry setting controls the ability to open up a
directory from the Windows sliding menus?

Not sure I'm following all of that but try this:

Go to Start => Run and type in (or copy/paste):

regsvr32 /i shell32.dll
There is a space before and after /i
