Windows xp shuts down but does not power down?

I hope there is some one out there that can HELP ME!! because it is doing my head in

When i choose turn off your computer, it starts to close down, and with out any problems it shuts down. But how ever, it does not turn off the power, unless i switch it off at the socket

The also happen when choosing restart, i need to wait untill it as shut down propperly and the press the reset button. I know that this shuts down properly as i do NOT receive any errors.
