Windows XP Shutdown

My friend has an older Dell system with Windows XP installed. When he shuts
down the system he always get a screen saying "It's now safe to turn off
your system".

Is there a way to have the system turn off completely without this message?

No, just live with it. It's to keep him from turning it off too soon, otherwise it will reboot in the diagnostic if he shuts it down before the machine has sequenced out.
