Windows XP Shell/Explorer problem

When I am launching a windows or scrolling the start menu (especially
in control panel) in the Start Menu explorer.exe just startly ends,
closes the window and then re-launches explorer.exe.

Windows XP (SP2) reporting in Event Viewer/Application

"EVENT_SHELL_RESTARTED" The shell stopped unexpectedly and
Explorer.exe was restarted.

Seems that a number of people are encountering this error but no one
seems to know a resolution and there isn't anything on MS webpage.

I was considering either extracting explorer.exe or running sfc.

To repair all system files, go to Start/Run, and type: SFC /SCANNOW

This is the closest match I could find that describes the same issues:

It says NT Based. In my eyes that means NTFS; Windows NT 4, 2000, XP, 2003
