Windows XP Setup Freeze

I recently replaced the motherboard in one of my computer systems at my
office. This, of course, required me to reinstall windows. I have a bootable
Windows XP Ver. 2002 CD. The computer boots from the CD, inspects the
hardware, and begins to load the drivers. When it finishes loading the
drives, I am left with a blue screen that says Windows Setup in the top left
hand corner and the bottom says "Setup is Starting Windows". The CD then
spins down and the system locks up. Even pressing NUm Lock on the keyboard
does not change the light for Num Lock ON/OFF. I have tried using different
hard drives, CD rom drives, and swapping almost all other components out. I
also tried booting and running setup on another computer, where it works
fine. Has anyone had a problem like this? what are the possible causes? I am
going totally crazy as I am very good with computers and this really has me
stumped.

Everything in those articles i have already tried. I have nothing hooked up
to the computer accept a keyboard and a monitor. No SCSI, all that good
stuff. it is a brand new M7NCD motherboard from Biostar and does not need a
BIOS Flash. i transfered the motherboard and hard drive into another computer
and everything works fine and setup got past the "setup is starting windows"
text screen. I bullt the other computers in the office and aside from the
motherboard they all have IDENTICAL parts, including cases and power
supplies. What is the deal?
