Windows XP restore wizard will not run

When I try to run windows restore, it aborts. If I try to access it via My
Computer, it also dies with a message abot a failure when trying to run a
dll as an app. I suspect a critical dll is not loaded, but I haven't any
real data to support that. Any suggestions?
