Windows XP - Repeated flashing DOS screens

When I try to start Windows, my desktop picture appears but no shortcuts.
The screen flashes 3 repeating DOS screens...

1. c:\windows\system32\command.com
2. c:\windows\system32\cmd.exe
3. c:\windows\system32\ntvdm.exe

I can only work in safe mode without the screens flashing.
I have tried everything I could find....
I have tried msc.services
Tried enabling Automatic Updates - I get an error message error 1058
I tried Rollup Update

Anyone have any ideas that I can get back to my regular Windows?

I have run Spybot - Spybot does not scan right in Safe Mode it takes days
for it to read and scan files.

Windows scan found some issues, I took corrective action as I was promted
from Microsoft, nothing has helped.

I have the error message also.....The application failed to initialize
properly
{oxc000142}.

Window update could not work because some devices are not enabled........

HELP!!!!!

infestations—or you'll have a clean bill of health from the volunteer
expert.

Even the best detection and removal software can't fix every malware
infection. If none of the above remove the infection, you may want to
show the computer to a professional.

MS-DOS-based programs do not run as expected on a computer that is running
Windows Server 2003, Windows XP, or Windows 2000

If you don't have an issue with 16-Bit applications then your machine
infected and you need to clean up the system and ird of the infestation.

Go through these Cleaning steps:
1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Tabs:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

And remove the entry from here:

Locate this key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run = look in
the right pane/window and remove the entry for it
" c:\windows\system32\command.com "
" c:\windows\system32\CMD.exe"
" c:\windows\system32\ntvdm.exe"
Run disk cleanup and defrag in safe mode.
