Windows XP Regional Editions

Hi,
I would like to know the difference between purchasing a German edition of Windows XP and changing the location and language to German in an English version of Windows XP.
Is there a difference?
Any help appreciated,

Windows XP is written in specific language versions, therefore one
cannot change it from one language version to another. You'll need
to purchase a "Full Version" of Windows XP in the language version
you desire, reformat your drive and install it "clean".

One talks to you in english and one in german, menu's etc. I think it uses the old spelling if in German

The first will have all menus and dialogs in German. The second will
have them in English, but use German keyboard and German conventions for
things like date, time, money representation
