I have the Windows XP Professional Upgrade I also have a
computer with no operating system. Can I use Windows XP
Professional Upgrade to put the operating system on the
computer with no operating system?

No, not without a qualifying operating system as specified on the box.
That is why you saved about $100 buying the upgrade instead of the
full version.
