Windows XP Problem

When Windows is starting up and starts to load the icons
on the desktop the icons appear and the computer tries to
load the taskbar programs, but before it can finish the
icons disappear then reappear. That is as far as it gets
and windows won't start up. This flashing just continues
and the computer has to be unplugged.
