WINDOWS XP PRO WONT SHUT DOWN

WHAT DO I HAVE TO DO TO GET MY COMPUTER TO SHUT DOWN--
WHEN I CLICK SHUTDOWN OR RESTART, IT JUST KEEPS RIGHT ON
WORKING--IF ANYONE HAS A IDEA I WOULD WELCOM IT
