Windows XP Pro Explorer.exe (Windows shell) Very high CPU

I'm having a problem with XP Pro SP2, all current patches and updates
installed. I've configured with 2 users, one I use for home use and the
other for work access through a VPN connection. This allows for differently
configured Outlooks for each, home is POP3 and work is Exchange Server. Now
for the problem...

When using the work session I use the switch user function and leave the
home session running. While in the work session after a while I've noticed a
sluggishness. Went to Task Manager and found that explorer.exe in the home
session was using all the CPU it could get and the the CPU would stay at
100%. I did a end task, switched to the home session to find that the destop
was there but, no icons, Start button, task bar or system tray. I could
still do a ctrl-alt-delete and get Task manager but that was about it.
Started playing around with it and I think I've found the cause. I set the
screen saver to none in the home session (I was using the Windows provided
"My Pictures Slideshow" screen saver set to kick in after 30 minutes, no
power saving set) and the problem has stopped.

This is a OEM Windows so I can't get direct support from MS. How do I report
the problem?

Consider it reported. In the meantime and/or for everyone else....when this
happens once hitting CAD, go to File/New Task-Run and type in Explorer.exe.
