windows xp pro cant install

I have windows 98 2nd and trying to install Windows Xp Pro
and it stops and says a .ddl file is missing and cant
copy??
I dont know what to do. Ive tried to upgrade install and
full install and it happens either way.
what can I do?

Try cleaning the CD. Honest......
