Windows XP Pro boot up problems

when ever i go to install windows XP on my custom comp it always will reboot
before any thing for instaling it happens and repeat POST all over again.
What is wrong?

Open the BIOS and set your CD drive as the first bootable device.
Insert the Windows XP CD in the drive and reboot. You'll see a
message to "press any key to boot from CD...."

The next time Windows setup reboots, DO NOT PRESS any key
and it will automatically boot to the CD and continue the installation.

my coputer just displays a screen with a blinking underscore and does
absolutely nothing. i have left it on for 1 and 1/2 hours. what now

Did you check the BIOS to make sure that the cd drive is above the hard
drive in the boot order like Carey said?
