Windows XP NTP and stratum level

I have a problem with all my Windows XP machines on the network. I have NTP
configured and running on my routers. The stratum level on the routers is set
to 3. Any XP machine that tries to time sync with the router gets an error
level "The peer's stratum is less than the host's stratum".

Is there anyway to force a sync ? I know NTP is working on the routers
because other devices are working. Also Freeware from the internet is able to
grab the time and sync. I just don't want to use any third party.

Interesting the following commands detectes NTP on the router.
w32tm /monitor /computer:10.1.1.1 (Where 10.1.1.1 is my router)
it returns
ICMP: 1ms delay
NTP: +304.8553s offset from local clock.
