Windows XP Network Shares

I have a small XP workgroup (4 PC's) with a main file server A mixed 100mbit
1Gbit network. Server has a 1 Gbit Backbone to a Gbit switch with 1 other PC
having a Gbit network card, the rest of the PC's are all 100mbit.

I have a problem:

I have set up the network and all is working well, I can assign a share etc
and access it no problems. I do however have some concerns as my network is
sharing a Internet connection via a ADSL router.

I have shared the file servers Hard Drives (but not the C drive) as
\\server\drive1 \\server\drive2 and If I browse the network I can see my
shares and nothing else. But If I use Network Scanner and scan my network I
can see everything including the C drive of the File Server (all the drives
on each PC appear as c$ - for the c drive and d$ e$ etc) I can access ANY
drive on any computer via this way " \\server\c$ " (for the C drive) and
have full control over all the files located on the remote PC. If I use
browse my network neighborhood I can only see the SHARES I have assigned.
How can I stop this? I want to restrict access to the server but there seems
to be a very easy loophole around it by using the \\server\c$ to access the
PC

You can only access the c$ and d$ shares if you are logged onto the remote
computer as a username/password that has admin rights on the server as well.

So does that mean that everyone who access the Server PC can access the c$
share if an account is logged on the server PC with Admin Rights?

Anyone who has the administrative passwords for your server can access the
C$ shares..
