Windows XP Media Center 2002/SP2 - Defrag Issues

I am trying to defragment my hard drive, but defrag stops early on with the
following file that cannot be defragmented:

\recycler\s-1-5-21-3830451173-2781594029-3946492747-1008\dc63.mpg

When performing a search on the files, I find the folder name in:

windows\system32\appmgmt

However, no file is listed, and I have the view hidden files enabled. I
would really like to be able to clean up this drive, but am stumped. Any
help available?

Is the file still in the Recycle Bin after it has been emptied?
