Windows XP installation Error code 4.

I bought an OEM copy of Windows XP at the same time as I purchased a new HDD
to try and get my home PC up and running again (long story). I formatted the
HDD and started to install XP. during the installation process the kernal
debugger installs then a message appears telling me "File setupdd.exe could
not be loaded. Error code is 4.
Cannot continue. press any key to exit."

I cannot think of any reason why this would happen as all my hardware is
supposed to be XP home compatable. any ideas?
