Windows XP install on new hard drive

I am installing a system and had installed windows XP on a
hard drive that is currently not working. While we work on
that hard drive we wanted to instal teh software on a
reformatted hard drive. When trying to do this it lets you
know that it can't be installed again. Is there any way
around this issue?

Can't be "installed" or did you mean "activated"??

Assuming that it is an activation issue, just call the toll free number
listed, explain the situation and they should give you a new activation
code. It should take ~5 minutes on the phone and you should be "good to go".
