I heard that windows xp you can only load it and unload it
on your pc only a few times. I have also heard that there
are version that you can fromat and load back on to the pc
as many times as you like.

This is a loaded question. i built a PC and had problems
with it. so i had to reinstall windows xp over 10 times.
same pc, same hardware, same everything. about the 8th
time i reinstalled i found out that i had some bad RAM
which was causing the problem. i called microsoft that
time, no real questions asked, and they reset my serial.
so for me, i reinstall over 10 times in less than a year
and really didnt have any problems.

You can reinstall XP on the same hardware until your hard disk wears out.

If you make so many changes to your system, XP will gripe
at you and you have to call MS and verify that you are you
and you only added new hardware to your sustem and it is
the same computer you originally put it on (more or
less). I don't know if newer versions do it, but older
versions do.

Greetings --

You can re-install and re-activate WinXP on the same PC an
unlimited number of times, until you wear out either the hard drive or
the CD. If it's been more than 120 days since you last activated that
specific Product Key, you'll most likely be able to activate via the
Internet without problem. If it's been less, you'll have to make a 5
minute phone call.

Here are the facts pertaining to activation:
