Windows XP Home Login Failure

Hi All!

I have a customer with a computer, that when XP home boots, it comes up to
his login screen. When he enters his password, it accepts it, tell him that
it's loading his settings. It then flashes his wallpaper for a second, then
tells him it's saving his settings, and goes back to the login screen. I
think it's a virus, but can't even get it to boot in safe mode without this
problem. Can't login under administrator either...does the same thing. Any
suggestions?
