Windows logs in then immediately restarts

A user with Win XP Pro SP2 was messing in MSCONFIG. He admits to unchecking
some items he did not recognize. Now system boots to login screen, accepts
user name and password. You can hear the chimes as desktop should be loading
then the system shutdown chimes and user is back at login screen. We have
tried his user which is a computer admin, and the administrator login under
both Safe mode and normal. We have tried Last Known Good config. Can not
get to system restore point since we cannot login. He says there are no
error messages. Is there a way to boot without config files such as the
old F5 button? Any ideas? Thanks.

We tried Safe Mode with Command Prompt - that still requires a Windows login,
appears to startup then returns to the Windows login. Thanks.

we did a repair install of windows. took a while and lots of windows updates
to apply but had no problem once we were finished. Apps, emails, data files
all present, and no problem restarting.
