Can I use my Windows CD from a Dell computer I bought last year for
a new computer?

If the Windows XP came with the Dell computer; the answer - in accordance
with End User License Agreement (EULA) that came with it - is NO.

The license is non-transferrable. It is attached to that Dell even if every
part of the Dell melts except that sticker with the Windows XP Product key
and the actual Windows XP installation CD (which I guess you have?) - too
bad, so sad. OEM licensing sucks.

If you bought it retail from a store - sure - take it along for the ride.

Right. And besides the licensing restrictions, many OEM CDs are
BIOS-locked to the particular computer, and physically won't install
on any other one.

OEM licensing sucks.

I agree completely.

But not necessarily true. The question is not where you got it, but
whether it's a retail version or an OEM version. Retail stores often
sell OEM versions.

No. Based on your own description, you have an OEM license for WinXP
that came with the Dell. An OEM version must be sold with a piece of
hardware (normally a motherboard or hard rive, if not an entire PC) and
is _permanently_ bound to the first PC on which it's installed. An OEM
license, once installed, is not legally transferable to another computer
under _any_ circumstances.
