Windows XP Home Edition Upgrade Path from Windows 95

I'm planning on clean installing Windows XP Home Edition my dad's PC. He's
currently running an OEM version of Windows 95. He also has the CD-ROM for
the same.

While Microsoft says that the upgrade version of Windows XP Home does not
apply to Windows 95, the following site -
http://www.mvps.org/marksxp/WindowsXP/upgrade.php - states that:
"Windows 95 Official Retail and OEM CD-ROMs are taken as qualifying media
for use with the upgrade version of Windows XP Home or Professional."

Which is correct? Can I buy the upgrade edition of Win XP Home ($99) and
use the Windows 95 OEM CD as proof of upgrade, or must I buy the retail Win
XP Home ($199)?

I've not gone from Win95 to XP, but in reading the info from the site you
list, I take it to mean that only a clean install of XP is possible with
Win95 as the qualifying media. No upgrade is possible. A clean XP install
can be performed with the XP upgrade cd. .
