Windows XP hangs for a while when opening Internet Explorer or Outlook Express

This problem is really annoying me. Occasionally, when i
connect to the internet and try to open up either outlook
express or internet explorer, the computer does nothing
for awhile (5-10 mins) and then loads up internet
explorer or outlook, depending on which one i clicked
(sometimes both). The computer is still active but
during that time, i can only certain things like the
control panel but not the programs inside of it or any
other program in my system. All i can really do is wait
or restart but even a restart doesn't help so i end up
waiting. Does anyone know what could be happening.
