Windows XP German Installation

We have a German branch and they are running XP. The directories are
all in German. I would like to setup a test workstation here with the
German settings and language. From what I understand, if you have XP
Professional, it will allow you to install any language... unless I'm
mistaken. I have set Regional settings to German (Germany), Location
to Germany, Language for non-Unicode programs to German, German to
default input language. The directories still come up in english...

Maybe I am going about this all wrong... any help is appreciated.
