windows XP Fax program not sending

I can recieve incoming faxs but when I try to send I hear the dial tone and
the no. being dialed but then I get the recorded message that the no can not
be completed as dialed. I've gone through the trouble shooting guide checked
the dialing rules and still can not send a fax. Anyone out there have any
ideas?

What happens when you dial the number using your phone ?
Do you get a Fax machine signal ?
