Windows XP Embedded DVR?

We are a small company and we sell Windows Base DVR Surveillance system.
Currently we are
using Windows XP Pro with SP2 and I like to find out how to create XP
Embedded.

We decided to use an embedded OS running our DVR Surveillance machines in
order to have the OS read-only
and thus not subject to virus attacks, etc (much like Linux embedded, etc.).
Is it that XPe is not good for this type of situation? Our thinking was:
store XPe on a ROM chip. include a hard drive only for storing video data
that the DVR would collect, etc.

XPE will work just fine for that type of application. I've worked on a few
systems like that in the past for our customers.
